Why your calls get flagged as spam by carriers

In short

No carrier listens to your calls to decide whether you are spam: it scores you on behavior. How much you dial from one number, what share of calls connect, how long they last, and how many people block or report you. A number with heavy volume, a low answer rate and three-second calls flags itself. You fix it by slowing the pace per number, giving the outbound an identity, cleaning the list and resting the burned number.

The carrier does not listen, it measures

Nobody on the other end transcribes your call to decide whether it is spam. What exists is an analytics engine -- run by the carrier itself or by a vendor selling it the service -- that scores every outbound number by how it behaves. What your call script says never enters that calculation. The pattern does.

That is good news and bad news. The good: nobody flags you for selling something. The bad: your pitch can be perfect and you can still burn numbers through the way you dial.

The five signals that add up

Concentrated volume. A number firing thousands of attempts a day looks like a robocall because it is doing exactly what a robocall does.

Low answer rate. If five out of every hundred attempts connect, the engine reads that you are calling people who are not expecting you.

Short duration. A three or four second average says whoever picks up hangs up the moment they hear who is calling. It is the hardest signal to disguise, because it does not depend on you but on the other person.

Active rejection. Blocks made from the handset of the person receiving the call, and explicit reports. These weigh more than the rest because no algorithm infers them: a person performs them.

Ratio of attempts to unique numbers. Dialing a hundred contacts a thousand times is a different pattern from dialing a thousand contacts a thousand times, and the difference is trivial to spot.

What makes it worse

Rotating numbers to escape. It is the natural reaction and it is the worst one. A new number has no history, and a number with no history that opens with high volume and a low answer rate gets flagged faster than the one you were already using: it arrives with nothing behind it. On top of that, swapping numbers every time one burns is itself a known pattern, and the engines look for it.

Dialing with no floor to answer. Every call you connect and abandon for want of a free agent is a person who hears silence and hangs up. That is short duration plus rejection -- the two heaviest signals -- manufactured by your own dialer. How call abandonment is controlled in predictive dialing is the same problem seen from the wallboard.

What actually helps

Give the number an identity. An outbound call arriving with no name is a stranger in a hurry. In the United States carriers cryptographically sign the origin of a call -- the standard is called STIR/SHAKEN -- and a call without that signature arrives with less backing. The mechanism is not identical in every market, but the underlying idea holds everywhere: a verifiable, named number is worth more than an anonymous one.

Spread without fleeing. Using several numbers is reasonable. What gets punished is replacing them the moment they burn. A handful of numbers with steady volume and a decent answer rate ages well; twenty that come and go does not.

Call when people answer. Concentrating attempts in the hours with the highest answer rate moves both scored metrics at once, and costs nothing to put in place.

Clean the list and honor opt-outs. Removing people who asked not to be called is not only the right thing to do: it takes the contacts most likely to report you out of the queue.

How a flagged number recovers

Slowly, and not always. The order that works:

  1. Stop using it. A flagged number that keeps dialing confirms the label every single day.
  2. Fix what burned it. If it returns to the campaign at the same pace, it gets flagged again within weeks and the remediation was wasted.
  3. Request review where it exists. Several carriers and analytics engines have a form for reporting a false positive. It is neither instant nor guaranteed.
  4. Bring it back at low volume and raise it only if the answer rate holds.

What nobody can promise you

The label is painted by the other person's handset, and no provider controls that. The probability can be cut a long way -- the five signals above are most of what you can actually move -- but anyone selling you numbers that "never get flagged" is selling something that is not theirs to give.
